Seminar in the mode of a round table on corruption counteraction «In fight against corruption untouchable, native, close isn't present» N. Nazarbayev On September 04, 2015 within the Plan of the nation - 100 concrete steps on realization of five institutional reforms of the Head of state Nursultan Nazarbayev, presented for discussion of the bill of the Republic of Kazakhstan "About corruption counteraction" and for implementation of the Plan of measures on implementation of the Program for fight against corruption for 2015 of RSE branch of "Gosexpertize" on the Aktyubinsk area (further – branch), for the staff of branch was organized and held the seminar with participation of the chairman of public council on counteraction of corruption of ASB of Nur-Otan party, the member of public council on law enforcement at prosecutor's office of the Aktyubinsk area, the honourable citizen of Aktobe Tadzhibayeva M.S. During the seminar Tadzhibayev M.S. have shared the personal experience with staff of branch, told how it is possible to live and work, keeping thus honor and advantage what has to be the citizen respecting the country. Tadzhibayeva M.S.: "Performance of the law is a charm. Laws are humane for those who doesn't violate them. The family is a cell of society. Intolerance to manifestations of corruption has to take root, first of all, in a family". The state anti-corruption policy will allow to strengthen social, economic and political stability in the country, will raise extent of protection of the rights, freedoms, legitimate interests as citizens, and societies in general from criminal manifestations. The main achievement in counteraction of corruption is change of consciousness of the population - corruption began to be perceived by them not simply, as violation of the law, and as the danger menacing to development of the state. Tadzhibayeva M.S.: "The plan of the nation - 100 concrete steps on realization of five institutional reforms of the Head of state Nursultan Nazarbayev" will give to our country new forces and confidence in the future. One of points of the Plan is strengthening of fight against corruption, including with development of the new legislation". During the seminar Tadzhibayev M.S. discussed with staff of branch basic provisions of the contents of the bill of the Republic of Kazakhstan "About corruption counteraction": the bill defines its purposes and tasks, the sphere of its action, the legislation of RK in the sphere of counteraction of corruption, the priority directions of counteraction of corruption in the state, the basic concepts used in the present Law, the basic principles of counteraction of corruption, system of subjects of corruption offenses, measures for the prevention of corruption, control in the sphere of counteraction of corruption, the rule of information support of counteraction of corruption. Unlike the law RK "About Fight from Corruption", the new bill in details regulates available and enters new forms and mechanisms of the prevention of corruption - the analysis of risk of corruption, anti-corruption monitoring, reports on a condition of corruption and implementation of measures of anti-corruption policy, anti-corruption programs, anti-corruption education and informing the public. The new bill assumes new vision of system of the norms relating to classification of corruption offenses and responsibility for them. The accurate criteria allowing to carry crimes and offenses to number of the corruption are entered. Measures for elimination of consequences of corruption offenses are considered. During a seminar constructive dialogue between participants of a seminar in which staff of branch completely supporting the forthcoming changes in the legislation on corruption counteraction took place, expressed the gratitude to the First Deputy Chairman of ASB of Nur-Otan party, in the person of Murzalin A.A. and Tadzhibayeva M. S. for holding a substantial and useful seminar.
