1,633 Applications for expertise returned by RSE "Gosexpertiza" due to incompleteness since the beginning of 2024

The most common reasons for returning projects for revision at the completeness check stage were:
• unjustified calculations of design and survey works, including artificially inflated (or understated) costs of design solutions compared to the contract value;
• absence of engineering survey materials, including a valid survey license;
• incorrect indication of the designated use of the land plot;
• absence of a calculation of the maximum project cost.
Additionally, during adjustments by customers, in some cases, the decision of the budget commission for the correction and the breakdown statement of completed and remaining physical volumes of work were not provided.
Regarding urban planning project expertise, there have been cases of submitting topographic surveys not registered in the state urban planning cadastre database, as well as missing information on the reconciliation of the developed urban planning project with the data of the State Urban Planning Cadastre.
To minimize such errors during the project expertise process, RSE "Gosexpertiza" recommends that customers familiarize themselves in advance with the requirements of the relevant Rules and the information available on www.gosexpertiza.kz.
