1. Scope of Expertise:
o Comprehensive Urban Planning Expertise (CUPE) for projects of all levels is conducted in accordance with the Rules for Comprehensive Urban Planning Expertise, approved by the order of the Minister of National Economy of the Republic of Kazakhstan dated November 20, 2015, № 706.
o Comprehensive Interdepartmental Expertise (FEED and Design Estimates, CIE) is conducted according to the Rules for Comprehensive Interdepartmental Expertise of Feasibility Studies and Design-Estimate Documentation for new construction, modifications, reconstruction, expansion, technical re-equipment, modernization, and major repairs of buildings, structures, and engineering/transport networks, approved by the order of the Minister of National Economy dated April 1, 2015, № 299.
2. According to Clause 17 of Rules 706 and Clause 22 of Rules 299, contracts for public procurement of CUPE and CIE work are concluded through the State Procurement Web Portal, in accordance with the legislation of the Republic of Kazakhstan on public procurement.
3. Procurement of CUPE and CIE services is carried out from a single source, pursuant to subparagraph 25) of paragraph 3, Article 16 of the Law of July 1, 2024, “On Public Procurement.”
o Under Article 64-4, paragraph 2 of the Law dated July 16, 2001, № 242, “On Architectural, Urban Planning, and Construction Activities,” interdepartmental expertise within the state monopoly is conducted by the state expert organization.
o A state expert organization is a legal entity established by the Government of Kazakhstan as a republican state enterprise, authorized to perform state-monopoly expertise of construction projects (FEED and Design Estimates).
o RSE “Gosexpertiza” is a legal entity established by Government Resolution № 88 of January 24, 1996, and operates under its Charter (approved by the Committee for State Property and Privatization, Ministry of Finance, April 11, 2023, № 324) to conduct CIE and CUPE.
4. According to the Catalog of Goods, Works, and Services (KTRU), the procurement of CUPE and CIE services is classified under “expertise/testing/inspection services”, item number 712019.000.000003.
5. Important: When forming a contract on the State Procurement Web Portal, the customer must select the contract type as “NOT RELATED TO CONSTRUCTION”.
o Otherwise, after the completion of expert work, the portal will require attaching additional documents such as a construction quality report, compliance report, and declaration of conformity.
o Without these documents, it is technically impossible to form the Act of Completed Works (ACW), and the customer will not be able to access the expert conclusion.
o Once a contract is concluded, its status cannot be changed from “RELATED TO CONSTRUCTION” to “NOT RELATED TO CONSTRUCTION.”
6. Access to the expert conclusion is possible only after the ACW is signed by both parties.
7. Electronic contracts for CIE and CUPE, included in the state monopoly, are public, with forms approved by RSE “Gosexpertiza” Orders: № 246 (July 12, 2022) for CIE, № 316 (November 29, 2023) for CUPE. Forms are available on the official website in the section “Standard Contract Form for State Expertise.”
8. Contract conclusion is handled by the Planning and Contracting Department, with responsibility distributed by the location of expertise. Customers can contact the responsible staff Monday–Friday, 9:00–18:00, lunch 13:00–14:00:
