«Государственная вневедомственная экспертиза проектов»
In the first quarter of 2025, RSE “Gosexpertiza” received 1,580 applications for project examination, including 140 for urban planning projects. Of these, 848 applications (53%) were returned without review, including 46 urban planning projects (33%).
The main reasons for return were non-compliance of the submitted materials with legislative requirements and violations of established documentation procedures.
Most common reasons for returning urban planning projects:
• Lack of a revised design assignment approved by the client, in the form specified in Appendix 1 to the Ministry of Industry and Infrastructure Development of the RK Order No. 505;
• Failure to provide approvals from relevant akimat departments and organizations specified in the design assignment;
• Absence of a topographic survey registered in the State Urban Planning Cadastre database (in accordance with the MNE RK Order No. 706 dated 20.11.2015);
• Lack of information comparing the submitted project with higher-level approved urban planning documents, as required by current regulations.
Main reasons for returning design and estimate documentation (DED):
• Lack of a positive decision from the budget commission when adjusting the construction cost of projects funded by state investments (in accordance with SN RK 1.02-03-2022);
• Unauthorized increase in estimate costs for projects financed by quasi-state or private sector funds;
• Non-compliance of proposed design solutions with the intended purpose of the land plot;
• Submission of technical conditions for connection to the planned engineering networks;
• For healthcare facilities — absence of Clinical and Technological Justification (CTJ) and Optimal Technical Characteristics (OTC) for medical equipment;
• For unfinished construction — absence of court decisions or directives from authorized bodies requiring a new comprehensive examination;
• Submission of residential and public building projects without external engineering networks, contrary to current construction norms;
• Non-compliance of estimate documentation with current quarterly prices.
RSE “Gosexpertiza” strongly recommends that all applicants carefully verify the completeness and relevance of submitted documents. This will significantly reduce the risk of projects being returned without review.
