2025-05-02

On April 30, 2025, an international roundtable was held online on the topic: “Algorithm for reviewing project price lists for technological equipment and sector-specific material resources in the absence of analog projects.”
The online meeting was organized by RSE “Gosexpertiza” (Republic of Kazakhstan) and brought together representatives of specialized expert institutions from Kazakhstan, Kyrgyzstan, Russia, Belarus, and Turkmenistan.
The purpose of the event was to exchange practical approaches to forming the estimated cost of technological equipment and material resources, especially in cases where there are no analogous projects, as well as to discuss the role of market analysis in such situations.
Key topics of discussion included:
• Inclusion of commercial offers and price lists in the composition of estimate documentation in Kazakhstan;
• Rules for forming the estimated cost of technological equipment and resources in the absence of similar projects;
• Roles and powers of expert organizations in conducting market price analysis.
Leading specialists and heads of estimate departments, expertise units, and pricing divisions participated from:
• Kyrgyz Republic – Department of State expertise under Gosstroy;
• Republic of Belarus – RUE “Glavgosexpertiza”;
• Russian Federation – FAU “Glavgosexpertiza of Russia”;
• Republic of Turkmenistan – Ministry of construction and architecture;
• Republic of Kazakhstan – RSE “Gosexpertiza”.
The roundtable was moderated by S.Serikhaliev, Deputy General director for digitalization of RSE “Gosexpertiza.” Presentations were delivered by N.Golovanova and O.Guryeva (FAU “Glavgosexpertiza of Russia”) and G.Koyshebaeva (RSE “Gosexpertiza,” Kazakhstan).
The roundtable served as an effective platform for exchanging experience between countries, enhancing transparency and objectivity in the formation of costs for specialized equipment when analogs are absent. Participants emphasized the need for continued cooperation and methodological exchange in construction project evaluation.
